3rd/4th Grade Retention & Promotion

Tennessee state law requires that all 3rd grade students demonstrate proficiency in English Language Arts (ELA) before being promoted to 4th grade. This law is part of the state’s effort to ensure students are prepared for success in future grades.

Students who do not meet the required proficiency level on the TCAP (Tennessee Comprehensive Assessment Program) may still be promoted through approved pathways such as tutoring, summer learning camps, or by demonstrating adequate growth.

In 2023, the law was updated to include additional support and clearer pathways for both 3rd and 4th grade students. Parents are encouraged to learn about these options and stay informed about how the law may affect their child.
